Looks like black 200 MPH racers tape to me... what's the issue?
I have seen the entire rear bumper taped onto the back of the car. Not unusual, I'm afraid to say.

That looks like Gorilla tape. That stuff will hold the trunk for a highway trip. I had a headlight taped into my car for many months and Gorilla tape held it in nicely at highway speeds.
It will, however, leave a nasty residue on the paint.
