My guess is the woman was physically unable to get into the car...she didn't fit because of the car that was parked too close and she could not climb through the back for some reason. Kid was small, kid fit. Still wasn't really well thought out, but I can almost understand her reasoning.
"Normally, I'd have the two-year-old drive, but I forgot her car seat and they're really strict about that these days."
