Someone in my office told me she did that once. She's black and always talking about how people are prejudice against her since she's black. She said the police were following her one day because she is black - I've ridden with her and it's her driving fast not her blackness!
This is easily dealt with at my ER. We will work you up for your chest pain at triage but you still have to wait several hours for a room to be seen. "Oh, you just wanted to be seen for your toe? That's too bad we have plenty of room in our urgent care section but you wrote chest pain so now we'll see you in the main ER. There will be a long wait."
People will also come in to the ER by ambulance for non emergent things because they want to be seen faster. The look on their faces when they are told to sign in and have a seat in the waiting room is priceless.
I was just filling the automated dispensing cabinet in the ER (wearing my white jacket, of course) and the little old lady started moaning loudly when she saw me. I filled up the furosemide injection cubbie, and found I hadn't brought enough, so left to get some more stock and as I turned the corner, suddenly all was quiet. When I returned with more injections, the wailing exploded. So, I wanted to ask the nurse if they had one of those 60 mL feeding tube syringes with a 1 inch diameter barrel and a 0.00045 gauge (at least 2 cm 'thick') impalement device. Wasn't that mean of me?

At least she didn't go by the rule that if someone is actively bleeding they go back first (don't want blood on the waiting room carpet!)

Apparently this woman has never heard the story about the boy crying wolf...
She should have been scheduled for an immediate cardiac cath.
If you design a system that can be gamed, there are people will game it.

A smack on the back of her head might "cure" her of lying like that; And keep others from being delayed their more urgent care.
