Let me take a stab at this --- do you think *maybe* they are trying to tell you that the survey you've attempted is now closed? I agree, it's kind of hard to tell.
Funny - in Russian they translated wrong - it says "Unfortunately, the EXAMINATION are now closed" - poor grammar and wrong word. Wonder if they used google translator or something else?
I also thought it was kind of funny that most languages say "We're sorry," but not the one in English! Apparently the person who wrote this is not a fan of English speakers?

Well at least the first line is English. Maybe the rest is instructions on how to enter the survey and you have to be multi lingual to qualify.
